Republican scientific-practical conference “Scientific-innovative policy in the regions of Belarus”. Report

On 19-20 of October, 2005, in Grodno the conference has taken place. It was devoted to the problems of realization of scientific-innovative policy in the Republic of Belarus. At the same time the exhibition of scientific, technical and innovative developments of the organizations of Grodno region has taken place.

The basic purposes of the conference:
- organisation-methodical maintenance of scientific, technical and innovative activity in the regions of Belarus.
- discussion of the problems and prospects of increasing role of science in the solving priority tasks of social and economic development of the regions.
- development of specific proposals on activization of innovative processes in the regions.

At the conference it has been noticed, that increase of usage efficiency of scientific and technical potential of the country is impossible without active participation of the regions in this work. Therefore to the regional scientific and technical policy there is paid great attention in the republic. During the last years there have been developed such directions and tools of this policy, as regional scientific and technical programs, development of innovative infrastructure (new technological parks, business-incubators, centers of technology transfer), preparation improvement of the scientific staff, information and patent-license maintenance of scientific, technical and innovative activity.

At the conference has taken part 76 persons, from them state bodies have been represented by 13 persons, high schools - 24, enterprises and organizations - 20, subjects of innovative infrastructure – 15 and mass-media – 4 persons.

At the conference have been represented 17 reports.

I..V.Voytov (Vice-president of State Committee on Science and Technologies) has told about the state policy in innovative sphere, in field of creation and support of work of subjects of an innovative infrastructure, has given the statistical data on efficiency of the made work.

V.N.Chebotarev (Vice-chairman of the Committee of economy of the Brest regional executive commitee) has emphasized the problems of local executive authority in maintenance of innovative development of the regions, having subdivided them on 4 basic parts: organizational-legal maintenance, tax and financial policy, technical and technological support, information and consulting services.

A.I.Sviridenok (Director of the Research Center of Resources Saving Problems) has noticed, that the main brake of innovations, especially of venture and high technological, is lack of qualified personnel and innovative susceptibility.

V.A.Molochkov (Director of the joint-stock company «Technological park Mogilev») has told about work of the regional technopark, brought to a focus on initiated by the company and region authority the first Belarus competition of innovative projects "Competition of innovations" ( http://www.technopark.by/konkurs/ ). This competition should not only raise the innovative activity in the region, but also to serve as an element of monitoring of the market of innovative proposals. Making comments on this initiative, I.V.Voytov has noticed, that if experience of this competition will be positive, next year its status can be raised up to the republican level.

T.S.Tatjanko («Technopark of BNTU "Metolit") has analyzed the executed work on development of organizational-methodical bases of creation and development of the objects of innovative infrastructure of Belarus.

At the conference there were also the heads of the working groups on creation of the objects of innovative infrastructure in the regions. The basic problems they have told the absence of address state support, problem of the production spaces and circulating assets.

The full information on discussed questions can be found in the collected articles published to the beginning of the conference. It included 35 articles. All of them, as well as some presentations of some reports, are accessible in an electronic variant on the website of the Interuniversity Center of Marketing (ICM) ( icm.by )in the section "Methods" (in Russian).

By results of the work the conference has accepted the recommendations stated below.

For the further activation of innovative processes in the regions of the country conference admits expedient:

to provide the actions coordination of the authorities on places, State Committee on Science and Technologies (SCST), National Academy of Sciences of Belarus (NAS), Ministry of Education, other republican state bodies on formation and realization of the regional scientific and technical policy, perfection organizational, methodical, financial, information supply of scientific, technical and innovative activity in the regions;

to authorities on places to brisk up the work in the regions on development of innovative infrastructure, increase of activity efficiency of existing and to creation of new technoparks, innovative centers and other structures providing support of innovative business, commercialization of scientific and technical development and technology transfer;
to support the initiative of the heads of scientific-technological parks and innovative centers on creation of the Belarusian association of scientific-technological parks and innovative centers with the purpose of coordination of their activity and exchange of operational experience between working and formed subjects of innovative infrastructure;
to support initiative of Republican Center of Technology Transfer and ICM on expansion of information and consulting services to subjects of innovative activity in INTERNET, on creation of a stock exchange of technology transfer and innovations of Belarus;
to support the initiative of the Mogilev regional executive committee and joint-stock company «Technological park Mogilev» on carrying out of the regional competitions of innovations, recommend to distribute similar practice for stimulation of innovative activity in other regions of the republic;
to provide at formation of regional scientific and technical programs for 2006-2010 their integrated approach, aiming at the decision of the major problems of social and economic development of the regions, real contribution of results of research and development in their economy and improvement of quality of life of the population;
to organize, in frameworks of regional scientific and technical programs, audit and annual monitoring of innovative requirements and opportunities of economy of the regions;
to recommend to the regional executive committees to generate regional programs of innovative development of economy of the region for 2006-2010 and forecasts till 2020;
SCST, NAS, regional executive committee to prepare and make to the Government the coordinated proposals on the additional measures of stimulating character for promoting development of innovative business and infrastructure of its support;
to organize release of the printed edition-series «Scientific-methodical literature on the organization of scientific-innovative activity in Belarus»;
to organize and carry out in 2006 thematic international conference and exhibition of innovative development on priority for cross-border regions of the republic to directions of scientific and technical activity with participation of innovative structures of neighbor countries (Russia, Ukraine, Poland, Lithuania), as well as regional scientific-practical seminars on questions of scientific-technological and innovative development.
