4 - 7 February of 2003 in Moscow in third times the Salon of innovations and investment has passed. The chairman of the organizing committee was the Minister of industry, science and technologies of Russian Federation I.I.Klebanov.

The federal and regional government bodies, departments, funds and organizations from Russia and also the representatives from Belarus, Moldova, Ukraine, Poland, Korea and some other countries have participated at the organization and realization of the Salon. The Salon had the status of the official event of the World Organization of the Intellectual Property and International Association for Defense of the Industrial Property.

At the work of the Salon the organizations of the Republic of Belarus have also participated. On the exhibition the collective stand of the Committee for Science and Technologies of the Council of Ministers of the Republic of Belarus was presented. On the given stand their developments have demonstrated the representatives of the Ministry of Education. They have formed three separate expositions: exposition of the Belarusian State University, exposition of the Belarusian National Technical University and exposition of Interuniversity Center for Marketing of scientific-research works (ICMSRW).

Two main directions of the work of the Salon can be given:
1. The exhibition lay-out, where more than 1500 inventions and innovation developments were shown.
2. The events of the Salon, which were jointed by such common themes as " Investments into the innovation scientific-technical and industrial field: problems, outlook".

Within the framework of the first direction the following measures were held:

It is necessary to mark, that the main purpose of the exhibition is the participation at competition of the projects, expert approbation of development, analytical researches on a level and directions introduced on competition of developments, protection of intellectual property.
Let us consider in more detail the events spent within the framework of the exhibition.

From our point of view, the competition "Inventions and innovation developments" is the most interesting one. Under the solution of International Jury, most perspective innovation developments are marked with Grand Prix, some special prizes established by the sponsors of Salon in the nominations of "Effective management" and "Investment attractiveness of the project", and also with the medals and diplomas of organizing committee of the Salon, awards of the Russian, international and foreign organizations. For organization and realization of the competition the Expert Council of the Salon is formed from among of the leading specialists of different organizations. The expert council carries out the expertise of the competition of stated projects and developments and introduces the preliminary estimations and guidelines to International Jury. However, in order to take Grand Prix and special prizes of this competition, the development should be distinguished and patent protected.

In the nomination "Best trademark" the competitive commission evaluates the distinctive capacities and image filling of the trademarks introduced on the Salon.

The fair of the innovation projects is the possibility of the express discussion of making the contract relations between the developer and investor. After the passport filling of the project in accordance with the offered form on a base of new information technologies, developer and investor of the project can, here on the Salon, to receive the launching information on commercial attractiveness of the project depending on conditions, formulated by both parties.
As it was marked above, the Salon, first of all, attracts the competitors instead of customers of production. A probability of discussion of contract relations between the developer and investor is small enough, the investments on the part of banks and venture funds are problematic. Therefore, from our point of view, it is necessary, to do this work (search of the customers and investors) simply in a working order and not attached it to any concrete exhibition.

On the stand of ICMSRW 10 posters about the science of the High school on the directions (transport, light industry, medicine), as well as on the separate projects (semisolid lubricant and wear-resistant coatings, installations and technologies of plasma-chemical processing, technology of the magnet-abrasive processing, heat resisting composite materials) were shown. 6 models of production, produced by the High school, 5 advertising commercial films on developments, monographs and more than 50 advertising sheets, information-analytical system, including the information about developments made in 1999-2001, were also shown.

As the result of participation in competition the organizations of Ministry of Education were marked the diplomas and medals. From the developments introduced on the competition of ICMSRW the following were awarded:
"Information - analytical system on scientific-research and innovation projects of organizations of Ministry of Education of the Republic of Belarus", designed by the enterprise "Metolit" of the Belarusian National Technical University - diploma and gold medal
"Semisolid lubricant with nanodisperse modifying agents", designed by the Grodno State University - diploma and gold medal
"Software for estimation of the quality degree of the systems with linguistic parameters", designed by the Mogilev State Technical University - diploma and gold medal
"Multi-sparks commutator", designed by the Gomel State Technical University - diploma and bronze medal
The diplomas and medals also marked developments introduced on competition by the Belarusian State University and Belarusian National Technical University.

Within the framework of the second direction the following measures were held:

The representatives of our delegacy have shared in all meetings and seminars organized during realization of the Salon. The most interesting were the following measures: presentation of the innovation project "Science and innovation in the regions of Russia", International seminar "Volumetric nanostructural materials: results of fundamental researches and outlooks of commercialization", Round-table discussion "Development of innovation infrastructure".

As the most successful form of realization of such events, irrespective of its name (presentation, seminar, round-table discussion), from our point of view, are the following: the main lecturer within 15-20 minutes makes the presentation of the project, then during 1-1,5 hours the participants of the project (3-5) persons within the framework of negotiations on talk to the interested participants of event.

In such regime (not only within the framework of the above-stated events) the most interesting meetings of the delegacy of Ministry of Education of the Republic of Belarus with different organizations were held. Let us list some of them: management of the scientific - innovation activity of Ministry of Education of the Russian Federation, Republican research scientific - consultation centre of expertise of the Ministry of Industry, Science and Technologies of the Russian Federation, Fund of Assistance to Development of small firms in the technological field, Russian Fund of Technological Development of the Ministry of Industry, Science and Technologies of the Russian Federation, Center of Commercialization of Technologies on Exhibition center, Embassy of the Belarus in the Russia, consulting firm F@F Consulting Co., consulting firm "Technoconsalt", department of development of the innovation infrastructure of Presidium of Russian Academy of Sciences, Investment company Sberbank-Capital, Karelian innovation center - business incubator, and other.

Conclusions on the first direction of the work of the Salon:
participation at the exhibition and review - competition of the projects is expedient, but the realization of own expertise of the projects and exportation on the Salon 5-10 most significant, innovation projects is desirable.

Conclusions on the second direction of the work of the Salon:
participation in events of the Salon is expedient and it is useful, specially at a capability of a direct contact with the chiefs of the organizations conductive the given measure and with the initiators of the projects. The realization of own event is necessary within the framework of the Salon.
