In Russia it is necessary to create such conditions, when the state, authorities can not only encourage the enterprises for innovations, but also in the certain cases to punish financially for evasion from them. Such statement has made the first vice-premier Sergey Ivanov of the Russian Federation during the session in Ekaterinburg of the Military-industrial Commission at the Government of the Russia.

According to S. Ivanov's words, the question is about the development of a system of the measures directed on creation of such environment, when a key role should play not the capital, but ideas and skills to lead up them up to the stage of commercial realization.
