There was began a program "Start" last year in Russia, when the state has made a decision to finance the projects of technological business on the beginning stage. This financing role was entrusted to the Foundation for Assistance to Small Innovative Enterprises (www.fasie.ru ). It has had to distribute on competition base 10 million of dollars of budget money for about four hundred innovation projects.

In many countries the practice of state support of businessmen having technical ideas has been already good adjusted. The irretrievable money, which the state puts up, returns later as taxes from the growing up enterprises, increase of technological level of industry, additional work places.

The state is dealing with this because of the reason, that on the first stages the usual venture capital does not puts up its resources as a rule. On these stages the risks are high.
